Educational Management and Policy (EMP) is published by Symphony, an academic publisher headquartered in Montana, USA. Symphony is dedicated to supporting the advancement of scientific research by contributing to efficient and effective dissemination and exchange of knowledge through open access, peer-reviewed journals. Our mission is to provide free and open access to scholarly content for a global audience of researchers, academics, and students.

Editorial Independence

Symphony's organizational structure clearly separates business operations from editorial decisions, ensuring complete editorial independence. The Editorial Board operates autonomously in all content-related decisions, while Symphony provides the necessary infrastructure and technical support for publishing operations. This independence is detailed in our Publication Ethics & Malpractice statement.

Business Model

Symphony operates under a fully open access publishing model and maintains a zero-fee publication policy for all journals in its portfolio, including Educational Management and Policy (EMP). The journal does not charge authors any Article Processing Charges (APCs), submission fees, or publication fees, and does not generate revenue through subscriptions or pay-per-view access.

EMP is supported through non-APC revenue sources, including publisher-provided digital publishing services and organizational or institutional support.

Financial considerations, including the absence of publication fees or any form of waiver, do not influence editorial decision making. All editorial decisions are made independently by the Editorial Board based solely on scholarly merit and ethical standards.
